Although dated two years after the Civil War ended, I believe this case was used before and during the Civil War. The Washington (Artillery) Regiment began as a volunteer artillery unit called the Native American Artillery which soon became part of the Washington Regiment. They would later change their name to the Washington Artillery. In 1845, the Washington Regiment volunteered for service under Gen. Zachary Taylor in the Mexican War. The case was likely inscribed after the war ended as a memento. It measures 18 1/2" long and each end unscrews. It has achieved a rich dark patina.
