Fine original document on vellum with its embossed paper seal. Signed by Madison as fourth President and Robert Smith as Secretary of State as isssued to the Master of the Ship 'GOELET' of New York. Signed only 11 weeks after Madison became President and at a tenuous time in the relations with England and France. Because of the numerous violations of the Non-Intercourse Act, where American seamen were impressed by the British Navy and American trade threatened, the U.S. declared war on the British in 1812.
